This report was commissioned by the African Natural Resources Management and Investment
Centre (ANRC) as a policy advisory tool to guide implementation of the Financial Modelling for the
Extractive Sector (FIMES) project, which is a two-year project funded by the African Development
Bank’s Transitional Support Facility (TSF) to strengthen capacity for the use of financial models to
inform mining and petroleum investments and support domestic revenue mobilization. The following
AfDB regional member countries (RMCs) are beneficiaries of the FIMES project: Guinea, Liberia,
Mali, Niger, Madagascar, Sierra Leone, South Sudan, and Zimbabwe
